next try to update uaal Runner (last time the version number of the jar in the feature was overridden by the old 1.2.0)

updated to 1.3.0, removed the dependency to some bundles (e.g. jp.go.ipa/jgcl/1.0) from the ignore list; they are needed 

mostly gui improvement and bugfixes

Pre-Alpha version of uaal pax runner tab to easily create and edit uaal launch configurations. Not ready to use yet.

Updated version numbers to 1.7.6 and added a method to LaunchConfiguration to support 1.7.6 (untested)
